This is the second time that Pope Francis has visited Rome's city hall during his pontificate. Here, he discussed a few topics with the Mayor of Rome, specifically the Jubilee.
After the Pope signed the Golden Book, the mayor had some remarks for him.

Your Holiness, welcome. Thank you, truly, for this visit. It is a new demonstration of the great affection you feel for our city.
Pope Francis also delivered some words. In his speech, he recalled the historical relationship between Rome and the Catholic Church.

The Rome of the Caesars was succeeded, so to speak, by the Rome of the Popes, successors of the Apostle Peter, who “presided in charity” over the whole Church and who, in some centuries, also had to assume the role of substitute for civil authorities due to the unraveling of the ancient world…and sometimes with unfavorable behavior.
Pope Francis thanked the city council and the government of Italy for their collaboration on papal events outside of the Vatican, such as Francis' trips to the outskirts of the city. He also extended his gratitude for their efforts in preparing the city for the Jubilee year.
