Recently, the Vatican wrote to the German Church to reject their proposed initiative: to create a legislative body to govern the local Church. Rome reminded them, as they had previously done in July 2022, that they are not able to do so. The reason is that the local Church is governed by the bishop and no body is above him, not even the bishops' conference.
