Pope Francis establishes new Dicastery for the Laity, Family, and Life

Pope Francis has issued 'Sedula Mater,� a motu proprio responding to what he calls 'conditions of our time� and the 'needs of the universal Church.� In it, he creates a new Dicastery, focusing on the Laity, Family and Life.

The new council will unite and eliminate the current Pontifical Council for the Laity and the Pontifical Council for the Family to form the Dicastery for the Laity, Family, and Life on September 1. 

The prefect of the new dicastery is Msgr. Kevin Joseph Farrell, who has been serving as the Bishop of Dallas, Texas, since 2007. 

Bishop Farrel, who is originally from Ireland, is 68 years old and was ordained a Legionaries of Christ priest in 1978. Some of his duties in the new position will include executing the April 2016 Post-Synodal Apostolic Exhortation by Pope Francis, Amoris Laetitia.
