Ouellet was a frequent contributor to Communio, a theological magazine founded by Joseph Ratzinger and Hans Urs von Balthasar.

His career at the Vatican began in 2001 with the Pontifical Council for Promoting Christian Unity. John Paul II named him archbishop of Quebec and Primate of Canada, then created him cardinal in 2003. Benedict XVI named him prefect of the Congregation for Bishops and president of the Pontifical Commission for Latin America.
